(a) Appointment The Chief Justice appoints nonvoting advisory council members as specified in article VI, section 6 of the California Constitution or as approved by the Judicial Council. (b) Voting A nonvoting council member may make or second motions at a council meeting but may not vote. A nonvoting member may vote on an internal committee matter as specified in rule 10.10(e). (Subd (b) amended effective September 1, 2017; previously amended effective January 1, 2007.) Rule 10.3 amended effective September 1, 2017; adopted as rule 6.3 effective January 1, 1999; previously amended and renumbered effective January 1, 2007.
