(a) Base Offense Level: (1) The offense level from §2D1.1 (Unlawful Manufacturing, Importing, Exporting, or Trafficking (Including Possession with Intent to Com- mit These Offenses); Attempt or Conspiracy) applicable to the under- lying offense, except that §2D1.1(a)(5)(A), (a)(5)(B), and (b)(18) shall not apply.
