1. The regular meetings of the board of governors shall be held at least quarterly on notice given by the executive director. 2. The president may call a special meeting of the board of governors as necessary or the executive director may call a special meeting upon request of five or more governors. 3. Notice of a special meeting shall be provided by the executive director or by the person designated by the governors. The notice shall set forth the day, time and place of the meeting. Any business may be presented for consideration at such special meeting. 4. At meetings of the board of governors the presence of a majority of governors shall constitute a quorum for the transaction of any business of the board, except that less than a quorum may adjourn from day to day.
