Rule 11(a). Appointment. Water judges may appoint one or more water masters for the water court or for a particular water division, basin, subbasin, or case. Rule 11(b). Order of reference. The order of reference to a master may specify or limit the master's powers or may direct the master to report only upon particular issues or to do 9 or perform particular acts or to receive or report evidence only, and may fix the time or place for beginning or closing the hearings before the filing of the master's report. Subject to the specifications or limitations stated in the order, the master has and shall exercise the power to regulate all proceedings in every hearing before the master and to take all measures necessary and proper for the efficient performance of the master’s duties specified under the order. Rule 11(c). Powers and duties. The water master has the general powers and duties granted a master by Rule 53(c), (d), and (e), M.R.Civ.P.
