The duties and responsibilities of members of the Board and its staff are duties and responsibilities owed to the Court and the public in general, not to any individual applicant or other person. Nothing in these rules shall be construed as creating a civil cause of action or right of suit, and members of the Board and members of its staff shall in any event be immune from liability for 28 any omission or conduct in the course of their official duties relating directly or indirectly to their administering or interpreting these rules or fulfilling or failing to fulfill their duties and responsibilities under these rules or under statute.
