shall be held in the county where the application was filed, unless the judge or referee finds that the best interests of the respondent would be served by transferring the proceedings to a different location. If the application was filed in a county where the respondent was not located and did not reside and the court transferred jurisdiction of the case to a county where the respondent was located or residing pursuant to Iowa Code section 125.75(1)(b), then the hearing shall be held in the county where the case was transferred to.
