A petition by a party shall be granted on the affirmative vote of three or more justices of the Supreme Court, except that if fewer than six jus- tices are available to consider a petition, a vote of two justices shall be required to certify a case. Upon the determination of any petition, the appel- late clerk shall enter an order granting or denying the certification in accordance with the determina- tion of the court and shall send notice of the court’s order to the clerk of the trial court and to all counsel of record.
