When a party who has filed a claim of appeal to the Appellate Division fails to perfect the appeal by filing the reasons of appeal within the time prescribed, or for any other cause, the court shall issue an order to show cause why the appeal should not be dismissed, mailed to both the appellant and the appellee, setting the same down for hearing to a day certain before the trial judge who rendered the decision.
