(a) Service of Exhibits and Other Documentary Evidence Prior to the Hearing. No later than fourteen (14) days prior to the hearing date set for the claim, unless the parties otherwise stipulate, the parties shall each serve each other a copy and the office of the Director seven (7) copies of all records and other documents and exhibits, other than medical records obtained by the Panel, upon which they intend to rely at the time of the hearing. (b) Obtaining Exception to Required Service. If a party makes a sufficient showing by affidavit, filed with the office of the Director and served on the parties and the Chairperson, that documents or records upon which that party intends to rely were not available within the period set forth in subsection (a) of this Rule 15, the Chairperson shall have the discretionary authority to admit such later-acquired evidence upon such terms and conditions as are just and equitable in the premises. At the time of filing the affidavit required by this subsection, the party providing the same shall serve copies of the documents or records in dispute on the office of the Director, the Chairperson and all other parties.
