Evidence at detention, shelter care, and waiver hearings. The probable cause

finding made at a shelter or detention hearing under Iowa Code section 232.44 and at waiver of jurisdiction hearings under Iowa Code section 232.45 shall be based upon substantial evidence, which may be hearsay in whole or in part, provided there is a substantial basis for believing the source of the hearsay to be credible and for believing that there is a factual basis for the information furnished. The juvenile defendant may cross-examine witnesses and may introduce evidence in his or her own behalf. [Report April 7, 2000, effective July 1, 2000; November 9, 2001, effective February 15, 2002]
