The Commission shall exclude evidence that would not be admissible in a civil case tried to a court without a jury. The presiding member shall rule on objections to the introduction of evidence. The presiding member's ruling shall be final unless a member of the Commission objects, in which case the ruling may be reversed or modified by a two-thirds vote of the members present.
