Effective date of rules

Intent: To assure that persons affected by Council policies have sufficient time to conform their practice to the policy. Applicability: This rule shall apply to all rules of the Council. Statement of the Rule: Except as provided by this rule and by Rule 2-205, rules adopted by the Council shall be effective on May 1 or November 1 first following final action by the Council, unless the Council specifies a different date.
