(a) The Board will perform the following duties: (1) conduct preliminary investigations to determine the qualifications of the applicants to be examined; (2) conduct examinations of applicants for certificates; and (3) investigate complaints and conduct hearings as outlined in Rule 367, No. 9. (b) Complaints, reports, and testimony in the course of proceedings under these rules will be deemed to be made in the course of judicial proceedings. Members of the Board and Board staff are absolutely immune from suit for all conduct in the course of their official duties. All other participants are entitled to all rights, privileges, and immunities afforded to participants in actions filed in the courts of this state.
