The director of state courts shall: (1) Define in detail the purpose and use of the information presently gathered by the system, and identify the needs of the users of the system, including the other branches of government. (2) Eliminate all information elements not essential to the purpose and use of the system. (3) Establish uniform definitions and reporting procedures. (4) Identify the principal users of the reports and establish a regular review procedure.
