—Decision of Arbitrator

(a) The arbitrator shall state in writing the deci- sion on the issues in the case and the factual basis of the decision. The arbitrator shall include in the decision the number of days on which hear- ings concerning that case were held. (b) Within 120 days of the completion of the arbitration hearing the arbitrator shall file the deci- sion with the clerk of the court together with suffi- cient copies for all counsel.
