All courts shall be deemed always open for the purpose of filing any proper document, of issuing and returning process and of making motions and orders. The clerk's office with a clerk or deputy in attendance shall be open during business hours on all days except Saturdays, Sundays and holidays as defined in Rule 45 (a). Documents filed through JEFS or JIMS are deemed filed with the clerk of the court. (Amended April 23, 2012, effective June 18, 2012.)
