(a) When open. The Court shall be deemed always open for the purpose of filing any proper paper, of issuing and returning process and of making motions and orders. (b) Courtroom; chambers. All pleas, hearings, trials and sentencings shall be conducted in open court and so far as convenient in a regular courtroom, unless otherwise provided by statute or these Rules or administrative order.
