(a) Civil and criminal complaints based upon the same conduct or event may be consolidated at any point in the proceedings on motion of a party or on the court’s own motion. (b) At the trial of any consolidated case, the rules governing the criminal complaint apply, except that the civil complaint must be tried to the court, and the standard of proof in the civil case is a preponderance of the evidence.
