erned by Article III, Rule 21 of the Supreme Court Rules (relating to confidentiality). 3.22. Conferences to expedite proceedings. In order to provide opportunity for the submission and consideration of facts or arguments, or consideration of means by which the conduct of the hearing may be facilitated and the disposition of the pro- ceeding expedited, conferences between the participants for such purposes may be held at any time prior to or during hearings as time, the nature of the proceeding, and the public interest may permit.
