(a) Hearings. — Attendance in all hearings relating to minor guardianship proceedings shall be limited to the parties, counsel, witnesses while testifying, and other persons whom the court determines have a legitimate interest in the proceedings. (b) Records. — Other than court orders and case indexes, all records of minor guardianship proceedings are confidential and shall not be disclosed to anyone who is not a party to the proceeding, counsel of record, or the court presiding over the proceeding, unless the court by written order permits examination of such records.
