Patent Rules of the United States Court of Federal Claims
(a) In General. Absent court order, discovery may not be withheld on the basis of confidentiality. (b) Protective Order. The court may issue a protective order at its discretion. A sample protective order for patent cases is found at Appendix of Forms, Form 8A.
