The Commission shall conduct closed meetings for the discharge of all its business other than public hearings held pursuant to Rule 15. All evidence obtained by the Commission and all evidence that the respondent obtains through discovery or otherwise shall remain confidential until it becomes the subject of testimony at the public hearing or is introduced into evidence at the public hearing. All judicial proceedings in aid of or ancillary to a confidential Commission proceeding, and all papers filed in connection with such judicial proceedings, shall be confidential. Notwithstanding this rule, a respondent may waive confidentiality in writing at any time.
