Briefs and appendices filed by the parties shall conform to the rules set forth in Chapter 67, except that the parties shall file initial briefs and appendi- ces within forty-five days of issuance of the notice of an order of preliminary acceptance. A party wishing to file a reply brief must do so within twenty days of the filing of the last initial brief. Extensions of time will not be granted except for extraordi- nary cause. Oral argument shall be as provided in Chapter 70, unless otherwise ordered by the court.
