(a) When Permitted. A brief of an amicus curiae may be filed when: (1) an application to file the brief is served on all parties and filed with the clerk of the appellate courts; and (2) the appellate court enters an order granting the application. (b) Filing and Service of Amicus Brief. A brief of an amicus curiae must be: (1) filed no later than 30 days before oral argument; and (2) served on all parties. (c) Reply to Amicus Brief. Any party may respond to a brief of an amicus curiae no later than 21 days after the brief is filed. (d) Oral Argument. An amicus curiae is not entitled to oral argument.
