1. The board of governors shall establish procedures for election of members to the board as provided for in this rule and in Rule 81. An election shall be held in each district where there are enough nominations for governor to constitute a contested race. 2. Nominations for governors shall be by petition signed by at least five members entitled to vote for such nominees. Nominating petitions must be received two weeks prior to commencement of an election. The election shall be by ballot. The ballot shall be distributed to those entitled to vote, and polls shall be open for 30 days. 3. Vacancies on the board of governors shall be filled by the supreme court by appointment.
