PETITIONER (a) Application to the Court. A petitioner who has been granted relief may apply to the court for bail pending appeal. (b) Standards Governing Bail Pending Appeal. The court may order the release of the petitioner on bail pending appeal when relief has been granted to the petitioner if the requirements of Rule 74(b)(2) and (3) are satisfied.
