Applicability

Notwithstanding any other rule of court inconsistent herewith, the following rules shall govern procedure in all criminal cases commenced in the District Court and in the Boston Municipal Court on or after January 1, 1996. For the purpose of this provision, commencement of a criminal action shall occur on the date of arrest, or in cases not initiated by arrest, on the date of the issuance of a criminal complaint.
