(A) Within fifteen (15) days after service of the complaint, the respondent shall file with the commission an answer. The answer shall be in form similar to an answer in a civil action in the district court. It shall contain a full and fair disclosure of all facts and circumstances pertaining to his or her alleged misconduct or physical or mental disability. Any willful concealment, misrepresentation, or failure to file such an answer and disclosure, shall be additional grounds for disciplinary action under the complaint. (B) The complaint and answer shall constitute the only pleading.
