The Commission, at any time prior to reaching a determination, may allow amendments to the notice of formal proceedings or to the answer. The notice may be amended to conform to the proof or to set forth additional facts, whether occurring before or after the commencement of the hearing. If an amendment to the notice is made, the respondent shall be given reasonable opportunity to answer the amendment and to prepare and present a defense thereto.
