Homeland Security Investigations Office of the Executive Associate Director 554ES2: 500 12th Street, SW Washington. D.C. 20536 Homeland Security MEMORANDUM FOR: JUN 1 9 2012 Assistant Directors Deputy Assistant Directors Special Agents in Charge Attaches FROM: James A. Dinkins Executive Associate Director SUBJECT: Human Trafficking Computer Based Training for Special Agents This memorandum serves as notification of a mandatory Computer Based Training (CBT) on Human Trafficking for Homeland Security Investigations (HSI) Special Agents. The purpose of this course is to provide specialized training to HSI Special Agents in the field as part of the DHS Blue Campaign, the department's response to the crime of human trafficking. The Blue Campaign is a department priority, and supports the Executive Associate Director's priorities for human trafficking for this fiscal year.
DHS considers human trafficking a serious crime and has committed to training officers, Special Agents and employees to recognize the indicators of human trafficking and how to appropriately respond to the situation. Ultimately, an aggressive training effort coupled with motivated employees leads to an effective departmental and federal government response to the crime of human trafficking. One of the primary tenets of the ICE Trafficking in Persons Strategy is a commitment to training. This course will provide HSI Special Agents and employees with an overview of human trafficking, reality-based case scenarios, and the appropriate response when an HSI employee encounters a human trafficking situation.
All Special Agents are required to take the CBT one time. New Special Agents must take the course prior to the completion of their first year of employment. All current Special Agents must complete the course by September 30, 2012. All other HSI employees are encouraged to complete the course in order to increase their situational awareness about this crime. www.1ce.20v
