(a) Generally
All exhibits offered in evidence must be numbered and marked with a designation identifying the party who offered the exhibit.
(b) Exchange of Exhibits
When a party offers written exhibits in evidence, the party must provide a copy to each of the parties and must provide two copies to the Administrative Law Judge (ALJ) (unless directed otherwise). The parties must exchange copies of exhibits at the earliest practicable time, preferably before the hearing.
(c) Substitution of Copies
The ALJ may allow a party to withdraw original documents offered in evidence and substitute true copies in lieu thereof.
