EOIR Policy Manual, Part I, ch. 3.3

Completed forms must comply with the signature requirements in Part II, Chapter 2.3(b) (Signatures) or Part III, Chapter 2.3(b) (Signatures).  No form requiring an ink signature will be considered complete if submitted with a digital or electronic signature.  In all instances, the filing party must comply with the form instructions.
