EOIR Policy Manual, Part I, ch. 8.1
EOIR
EOIR
(a) Overview
The Executive Office for Immigration Review has the authority to impose disciplinary sanctions on practitioners and recognized organizations who violate rules of professional conduct in practice before the immigration courts, the Board of Immigration Appeals, and the Department of Homeland Security. See 8 C.F.R. §§ 1003.1(d)(2)(iii), 1003.1(d)(5), 1003.101-111, 292.3. See also Matter of Gadda, 23 I&N Dec. 645 (BIA 2003).
EOIR regulates the professional conduct of immigration practitioners in order to protect the public, preserve the integrity of immigration proceedings and adjudications, and maintain high professional standards among immigration practitioners. EOIR's Attorney Discipline Program investigates complaints involving alleged misconduct associated with practice before EOIR's immigration courts and the Board of Immigration Appeals to determine whether a practitioner has engaged in criminal, unethical, or unprofessional conduct.
