Within 20 days of the filing of the official hearing transcript (or within such additional time as the Administrative Law Judge (ALJ) may allow), the ALJ may require the parties to file proposed findings of fact, conclusions of law, and orders, along with supporting briefs. Such proposed findings, conclusions, and orders must be served on all parties, and must refer to all portions of the record and all authorities relied upon in support of each proposal.
