Headquarters Responsible Officials. ICE employees accountable for all operations within their AOR at ICE Headquarters. These officials are the Deputy Director; the Executive Associate Directors of HSI, ERO, and Management and Administration; the Assistant Directors of OPR, the Office of State, Local and Tribal Coordination (OSLTC), the Office of Congressional Relations (OCR), and the Office of Public Affairs (OPA); and the Principal Legal Advisor.
